Is an insurance discount certificate for driving useful?

I have never seen a driving school charge more to get a discount certificate, but seeing as I have no idea what province you live in I can only really give my experience in Ontario and British Columbia as these are the two provinces I have lived in and am familiar with the rules. I would be very suspicious about this driving school and whether they are truly certified by the Ministry.
